Manual and automatic completion of attestation periods

We have improved how attestation periods can be completed, either through normal participation or explicit administrative action.

Attestation periods can now close in the following ways:

• Admins can use the Complete action to close an attestation period early. When used, the system captures a snapshot of the current attestation data and marks the period as complete. This supports cases where the period needs to close before all participants have responded.

• Attestation periods still complete automatically when all required users have finished their attestations. In this case, the system closes the period and the Complete action is no longer shown.
