Allow admin to bulk upload assessment questions

You can now bulk upload assessment questions directly from the Assessment Details page.

The metadata rail shows the creator or updater of content, along with timestamps, on regulation and assessment pages.

Action menus are hidden or disabled when assessments are read-only or when you lack the necessary permissions.
